Oathkeeper is a legacy item that currently manifests itself as a +2 Bastard Sword of True Dragonslaying.
Base: +2 Bastard Sword of True Dragonslaying, 5 resist fire, when attacking a dragon, ignore its resistances, encounter (minor): Before the end of turn, the next attack against a dragon gains an additional +3 damage. On a hit, knock the dragon prone.
Level 10: Gain a +2 item bonus to Perception and Stealth.
Ritual: At a holy site consecrated to either Melora or Bahamut, make an offering of at least 500gp and swear an oath to defend Twilight Vale from evil and corruption.
Level 12: Gain a +2 item bonus to initiative.
Ritual: Defend at least 3 helpless, good-aligned human/demi-human residents of Twilight Vale and slay a monster at least two levels higher than the PC.
Level 13: Weapon enhancement bonus increases to +3.
Ritual: Perform the killing blow on an evil dragon of your level or higher.
Level 16: Gain a +1 item bonus to saving throws.
Ritual: Fail at least 3 separate saving throws and survive. At a holy site consecrated to either Melora or Bahamut, make an offering of at least 3000gp.
Level 18: Weapon enhancement bonus increases to +4.
Ritual: Slay an evil fey creature at least 2 levels higher than the PC.

Oathkeeper is an ancient elven blade, forged from the purest mithril, made for the hereditary guardians of Twilight Vale. It is simple in design, but the skill involved in its crafting is evident to even the most casual observer. Forgoing any frills or ostentation, Oathkeeper is nonetheless deadly in its function.
Oathkeeper was made by the elves for the first human ranger who swore a solemn vow to defend and protect the inhabitants of Twilight Vale from the corruption and predation of evil. It has never been lost in battle, and has been handed from relative to relative, forming an unbroken line of hereditary guardians of the vale. This family, the Moonstone family, has produced an astonishingly large number of legendary rangers, druids, and other heroic figures. Although Oathkeeper hasn’t been seen in many years, it is reasonable to assume it is under the care of some member of the Moonstone family.
